Textiles Committee has the largest chain of 19 textile testing laboratories across India, out of which 14 are accredited as per ISO/IEC 17025. Under the Mutual Recognition Agreement (MRA) of International Laboratory Accreditation Co-operation (ILAC) the test reports issued by NABL accredited laboratories are considered to be equivalent to report issued by laboratories accredited by 76 accreditation bodies (currently) in 65 economics. Textiles Committee was the first to open at 9 major textile centres to test eco parameters after the imposition of ban on certain carcinogenic azo dyes by Germany and other European countries. The ECOMARK scheme of BIS has been developed in collaboration with laboratories of Textiles Committee. The laboratories were primarily set up to cover the mandatory requirement of the union government as per Textiles Committee Act 1963 as mentioned below:
- Undertaking, assisting and encouraging Scientific and Technological research in textiles Industry, under Section. 4(2)(a) of the Act
- Establish or adopt or recognize standard specifications for textiles and packing materials used in packing of textiles or textile machinery, under Section 4(2)(c) of the Act
- Establishing laboratory and test houses for the testing of textiles, under Section 4(2)(f) of the Act
- Providing for testing of textiles and textile machinery in laboratories and test houses, under Section 4(2)(g) of the Act
Provision of Testing under Different Acts
Laboratories are rendering testing & Technical services as per following different provisions of Central Government.
- After promulgation of German ban for harmful Aryl amines (Azo Dyes), testing for ecological parameters were established during 1996 – 97
- Textile (Consumer Protection) Regulation, 1988;
- Textile (Development and Regulation) order, 1993
- Handlooms (Reservation of Articles for production) Act, 1985
- Commercial testing of Textiles (Amendment) Regulation 1995 under Textiles Committee Act
